中芯國際最初想落戶香港，都係人，錢，地，政策百冇，傾幾個月都冇乜進展。係參與這事官員私下透露，都唔知用乜嘢同人哋傾，真係靠國際金融中心？簡單稅制？購物天堂？ 中心上上海幾個星期，中央支持下拍板，出人，出錢，出地，政策傾斜不在話下！
