The new policy aims at closing the loophole of non resident students admitted to local universities via JUPAS. This is to ensure the 15 000 UGC funded places are reserved for local students.

If a mainland student see DSE as an easier alternative to Gaokao for admission to local universities, it is perfectly fine as they are competing with Gaokao and other international students for the 6 000 non local students places.

摘星 is more like a tutorial centre instead of school. The service they provided is examination training / coaching but not education, just like many tutorial centres for DSE / IB / AL in HK.

一年補習只需熟習dse模式和不停操卷，可以選擇住在香港，上網課，每個月返去再加操，只要離港不超過90天，仍可用自修生資格考

This will lower the chance of local students getting good grades but the likely consequence is the JUPAS admission scores to be reduced accordingly.
The real competition is from the visa dependant children moved to HK and study here. However, this is a fare competition we should not avoid.
