 I said Mainland and HK students are the same is in the sense that all students (or parents) will find the most advantageous way to be admitted to universities. Mainland students go for DSE while HK students go for IB/IAL, provided that they can afford the additional costs.
 The only issue our government need to address is the adverse impact from Mainland DSE students on local students.
 
 DNPR children is a legacy issue. They are HK permanent residents and they are eligible for applying the UGC funded university places as local students. We can't stop them just like we can't stop those HK students studying high school overseas to apply for local universities as local students as well.
 
 From now on until 2030, the number of DNPR students reaching university admission age is about 20 000 to 30 000 a year. Obviously not all these students will sit for DSE. EDB need to monitor the number of DNPR JUPAS applicants and increase the UGC funded university places accordingly. The bottom line is the 15 000 places for homegrown students are not affected.
 
 Having said that, competition for popular university programmes will inevitably be intensified. In any case, it will still be better than 15 years ago when 80 000 students competing for 15 000 university places.
