The dylexsia assessment, according to my knowledge, can only done when the child is 6. Queueing up for government assessment service is good, because you have to wait for a long time, if they allow you to do so. If the teacher agree ask her to write a letter to support your case.
Anyway, if you suspect your kid has learning difficulty, one important thing to do for parents at this stage is to select a suitable primary school. Read books or attend course on teaching of child with dylexsia so you know how to train your kid to prepare for the P1 study.
