Per my experience, you should submit the 1.5"x2". We were told to submit 3x4 cm size photo last Friday.
When my girl was in P.1, I submitted the 1"x1.5" and was told the photos were too small in the 1st report day. I replaced the photos with 1.5"x2" after X'mas and is using this size ever since. Moreover, the student photos they took at school are in 1.5"x2" size, so this size should be acceptable.
